Federation of Kerala Hotels Association is the umbrella Organization of Star Classified/ Facility Hotels, Classified and Approved Restaurants. Resorts and Heritage Hotels having liquor Permits Operating in the State of Kerala. 'Wine and Dine' was considered to be an integral part of tourism Policy of any government from time immemorial. Hence to promote tourism adhering to the National Slogan "Incredible India" and "Atithi Devo Bhava", the govt. of Kerala took effective steps to grant liquor permits to tourist hotels for the last several decades, which necessitated in the formation of an Association of Hotels under the label "Kerala Bar Hotels Association" which has now been renamed as "Federation of Kerala Hotels Association" [FKHA].
Kerala being a tourist destination known by "Gods Own Country among the world famous tourist centres, hospitality has now emerged as a rapidly growing business segment. Having considered the need to unify various operators in the hospitality sector under a single roof, FKHA has opened its membership to various category of hotels rated above, with its stated objectives.

The freedom to enjoy a wide variety of favourite foods and drinks has been the major attraction of Kerala for foreign as well as domestic tourists. Most foreign tourists who visit Kerala are from countries with cooler climates and prefer chilled beverages.
Hotels being a part of the hospitality industry demand an offer of choice of drinks to all classes and segments of tourists. Liquor permits issued to tourist hotels in the State of Kerala are controlled, inter alia, by the Foreign Liquor Rules, which were framed and brought into force with effect from 01.04.1953.
These Rules provide for issuing different kinds of liquor permits in hotels in the interest of promotion of tourism in the State. The rule which stands on the statute book today is the result of many changes made in the original rule on account of several policy changes of the State Government on the issue of foreign liquor and tourism development.
